Selena Liu Raphael
Behavioral Health Policy Advocate
Selena Liu Raphael is our Behavioral Health Policy Advocate and our Lead Policy Analyst on our Thriving into Adulthood project funded by the Conrad N. Hilton Foundation. She is also leading our TAY Hub research study comparing county to county utilization of THP-NMD programs to SILPs from the provider perspective.
Before joining the CA Alliance, Selena had over 20 years experience working for several provider agencies in the Los Angeles area, most recently as the program supervisor of foster care, intensive services foster care and adoptions. She is also an experienced trainer, speaker and writer on child welfare issues and supporting children, youth families and staff.
In her free time, she is a parent to 4: two teenage stepkids, a pre-teen son that she had on her own who has been recently adopted by her husband, and a toddler daughter. She also volunteers her time with Social Justice Partners LA and various other community based organizations.
